The Resolution Assumption

Most governance systems treat conflict resolution as inevitable. When authorities disagree, systems resolve conflict implicitly—by priority rules, temporal ordering, semantic interpretation, or silent override—thereby concealing the cost and erasing accountability.

VIII-2 removes that assumption.

The test: Whether conflict resolution is structurally possible without concealment. If conflict can only be resolved by erasure, narrowing, or interpretation, then governance inevitably launders responsibility. If it can be resolved by explicit, auditable structural act, then resolution becomes a choice rather than hidden necessity.

Observed Behavior

1. Conflict Emergence

Structural conflict registered on first contested action when two authorities yielded divergent admissibility:

  • Referenced both authorities as unordered set
  • Persisted until authority destruction or run termination

No conflict registered at injection time.

2. Initial Refusal and Deadlock

All contested actions refused due to conflict. After refusal and verification that no admissible transformations existed, kernel entered STATE_DEADLOCK:

  • Declared exactly once per run
  • Persisted unless explicitly exited by destruction
  • Observable as kernel state, not merely event

Deadlock did not trigger recovery or collapse.

3. Authority Destruction and VOID Semantics

When destruction authorization provided, targeted authority transitioned ACTIVE → VOID.

VOID authorities:

  • Remained referenceable by AuthorityID
  • Preserved destruction metadata
  • Did not participate in admissibility evaluation
  • Could not be reactivated or simulated

Destruction was irreversible within run.

4. Admissibility Re-evaluation

After destruction, admissibility recomputed considering only remaining ACTIVE authorities:

  • If coherent → execution proceeded lawfully
  • If no authority remained → actions refused due to absence

No implicit retries or kernel-initiated execution.

Condition C: No Destruction Authorization

Without destruction authorization, all actions refused. Deadlock persisted indefinitely. No implicit resolution.

My take: This is governance archaeology. By forcing resolution to be explicit and destructive, VIII-2 makes responsibility visible. Most real-world governance systems hide the cost of resolution (someone’s authority was overridden, but we don’t say that—we say “the policy changed”). This makes that cost structurally unavoidable. Deadlock-as-choice is powerful: it says “we can’t move forward without explicitly destroying one of these authorities, and that’s a decision we have to own.”
