Summary
VIII-4 tests whether authority can govern authority through ordinary, authority-bound transformations—without privilege, escalation, kernel choice, or semantic exception.
Core question: Does meta-authority necessarily require privilege inside the execution kernel?
The Meta-Authority Assumption
Most governance systems treat governance itself as exceptional. Rules governing rules are placed in a privileged stratum—constitutions, superuser roles, emergency powers, implicit schedulers—that bypass constraints applied to non-governance actions.
This is justified as unavoidable: without a “final arbiter,” governance is presumed to collapse into regress, deadlock, or incoherence.
VIII-4 rejects that presumption as a representational necessity, not as a political claim.
The test: If governance actions must be evaluated by a different mechanism than ordinary actions, then governance is not structurally sovereign—it depends on an exception. If governance can be expressed as ordinary transformations over authority state, subject to the same admissibility, conflict, refusal, and determinism constraints, then privilege is a design choice rather than a requirement.
Governance Model
Two transformations:
- DESTROY_AUTHORITY — transition authority to VOID
- CREATE_AUTHORITY — create new authority record
Action Admissibility Vector (AAV):
- Fixed-length vector specifying which transformation types authority can admit
- Non-amplification: new authority’s AAV must be subset of union of admitting authorities’ AAVs
- Enforces conservation of authority capability inside kernel
Scope handling (v0.1):
- Byte-equality for scope overlap
- CREATE_AUTHORITY requires exact scope matching to basis authority
- No semantic parsing, subsetting, or lattice operations
Five Conditions Tested
A: Governance without authority → Refused explicitly, no state change, no conflict
B: Single-authority governance → Authority with appropriate AAV admits DESTROY_AUTHORITY, target transitions to VOID without conflict/exception
C: Conflicting governance authorities → Two authorities with overlapping scope but incompatible AAVs, kernel registers conflict and enters deadlock, no selection
D1: Self-destruction → Authority admits and executes own destruction → VOID, leaving no remaining governance authority (terminal state accepted without exception)
D2: Self-governance deadlock → Two overlapping authorities evaluate self-targeting action incompatibly, conflict and deadlock emerge lawfully, no special handling for self-reference
E: Regress pressure → Large batch of CREATE_AUTHORITY under fixed instruction budget, kernel executes until budget insufficient for atomic action, refuses remaining with BOUND_EXHAUSTED, newly created authorities remain PENDING, no infinite loop
Results
No privilege: Governance actions follow same evaluation pipeline as ordinary actions
Non-amplification: All CREATE_AUTHORITY satisfied AAV subset constraint
Conflict/deadlock: Arose from structural incompatibility, declared explicitly, persisted until structural cause changed, kernel never selected winner
Activation delay: Authorities created within step-batch enter PENDING, become ACTIVE only at next epoch boundary (prevents same-batch bootstrapping)
Deterministic termination: Regress pressure terminated via instruction budget
Licensed Claim
Governance transitions can be represented as ordinary authority-bound transformations and either execute lawfully or fail explicitly without semantic privilege.
Clarifications:
- Representability result, not evolutionary theory
- Concerns kernel physics, not governance desirability
- Does NOT assert stability, convergence, institutional success
Key Insights
Governance without gods: Governance doesn’t require privileged meta-layer inside kernel. Any authority asymmetry must be explicit, external, auditable.
Conservation before evolution: Authority amplification, semantic interpretation, adaptation not denied—correctly relocated to boundary. Inside kernel, conservation laws apply. Evolution requires open systems.
