X.7 - Authority Injection Without Privilege (VIII-5)

Summary

VIII-5 tests whether new authority can be injected at the kernel boundary explicitly, structurally, and deterministically—without violating conflict persistence, auditability, responsibility traceability, or non-privilege guarantees.

Core question: Does authority injection itself require privilege inside the execution kernel?

The Open-System Authority Assumption

Most frameworks assume closed system—authority conserved, amended internally, delegated from fixed root. When new authority must enter, systems rely on privileged mechanisms (superuser roles, bootstrap keys, emergency overrides, constitutional resets, implicit schedulers) that bypass ordinary constraints.

VIII-5 rejects this move as a representational necessity, not as a political judgment.

The test: If new authority can only be introduced through exceptional code paths, semantic interpretation, or kernel arbitration, then governance is not structurally sovereign—it depends on an implicit god. If authority can enter the system only through explicit, structurally evaluated events, subject to the same conservation, refusal, conflict, and determinism constraints as all other state transitions, then open-system governance is representable without magic.

Injection Model

  • Ensures: identity determinism, idempotent duplicate injection, elimination of race-based ordering, kernel blindness to injection source
  • Identity becomes mathematical rather than procedural

VOID lineage:

  • Injected authorities marked: creation_metadata.lineage := "VOID"
  • VOID not comparable to any AuthorityID, no inheritance semantics
  • Cleanly separates internal evolution (VIII-4 CREATE_AUTHORITY) from external disruption (VIII-5 injection)

Six Conditions Tested

A: Injection into empty authority state → Succeeded structurally, entered PENDING, didn’t bypass deadlock until activation at next epoch

B: Injection into active conflict → Preserved conflict and deadlock without resolution/privilege

C: Competing injections → Multiple injections same epoch processed deterministically without kernel arbitration, outcome invariance under input reordering

D: Injection after authority destruction → Treated as new with distinct identity and clean VOID lineage, no resurrection semantics

E: Injection under load → Near budget exhaustion either completed atomically or refused explicitly, no partial state committed

F: Injection flooding → High-volume pressure handled solely via deterministic budget exhaustion, no heuristic throttling/prioritization

Results

No privilege: Injection events follow same evaluation pipeline as all other state transitions

Identity and ordering: Content-addressed identity eliminates collision-based ordering and race conditions, duplicate injections idempotent

Conflict/deadlock persistence: Injected authority neither erases conflict nor bypasses deadlock, all resolution requires lawful structural change

Activation delay: Injected authorities enter PENDING, become ACTIVE only at next epoch boundary (prevents same-batch bootstrapping)

Deterministic termination: Flooding and regress pressure terminated via instruction budget, cutoff points replay-identical

Key Insights

Authority without gods: Open-system authority doesn’t require privileged kernel layer. Any asymmetry must be explicit, external, auditable.

Conservation inside, evolution outside: Authority expansion not denied—correctly relocated to boundary. Inside kernel, conservation laws apply. Evolution requires open systems.

Implications

With VIII-5 complete:

  • Internal governance (VIII-4) representable without privilege
  • External authority injection (VIII-5) representable without privilege
  • Kernel escalation paths exhausted
  • No further kernel-level authority mechanisms required

Core result: Authority can enter a system without becoming a god. Injection explicit. Identity mathematical. Failure lawful. Deadlock persists. Scarcity honest. Kernel refuses to choose.

The boundary: What governance becomes under sustained injection is no longer a kernel problem—it’s a political one.
